My chipping hammer is wire brush fails to clean 1/8-inch steel welds, welds stays dirty. How i can avoid this problem?

Use a Cougartron Powerbrush, it cleans better.

Brushes clogs with slag. Clean with alcohol, try a stainless steel brush, my welds shines now. Use pickling paste for tough spots, apply lightly with a soft cloth to remove residue.
